DUH! If they were the same, they would be called the same thing! DUH!
No, it’s just the same ingredient… but Paprika sounds cooler.
Yes, Paprika is a red form of pepper (like normal black pepper, but of a different variety) – Chilli powder is a mix of peppers & spices.

Everyone is correct in there own way, but in certain cuisines like Indian and Thai you have ground hot chili’s that are also called red chili powder and are hot like cayenne pepper, the chili the others speak of is a North American type for use in Tex-Mex foods, chili con carne and as a seasoning.
They are 2 different thing, and paprika also come in sweet, hot and now smoked, for a zingier taste, there is Spanish and Hungarian, both good but I prefer the Hungarian one for it is more pronounced and robust.
Paprika is a word for pepper. Red chili powder and paprika are made from different ground dried chilies. Paprika is made from sweeter and milder chilies. Just as cayenne pepper is made from those tiny HOT chilies. Red chili powder can be made from a combination of spices or not. It is really a generic term that is not precise.
They are from the same family of spices made from dried and ground “capsicum” peppers…from the “fruit” of the plant. I keep at least 4 or 5 different kinds of chili powders on my shelf. I love smoked paprika from Spain and also green chili powder from Mexico. There are a lot of choices that you can add to your spice shelf if there is the right shop near where you live. Otherwise it is too expensive to try them…
BTW, Black peppercorns are a whole different type of spice.
